Initiatives

The City of Newnan utilizes federal and state grants to improve health and safety in existing owner-occupied housing units, and access to affordable/workforce housing. In 2009 the Newnan City Council adopted the first urban redevelopment areas in city limits, and in 2010 created the Newnan Urban Redevelopment Agency (NURA) and the Urban Redevelopment Plan (URP). The City of Newnan and NURA are currently utilizing NSP 1, NSP 3, and ARPA grants that address access to affordable/workforce housing units, and one CHIP grant to address health and safety concerns in owner-occupied and income-qualified units.

Grants

ARPA – The American Rescue Plan Act award from the City Council to the Newnan Urban Redevelopment Agency will address access to workforce housing along Murray Street by constructing seven affordable/workforce housing units. This program is preparing to accept applications. Applications can be made with the Housing Authority of the City of Newnan at a date soon to be announced.

NSP 1 – The Neighborhood Stabilization Program grant (NSP1) began in 2008 as a way of responding to the housing crisis during the Great Recession. This program allowed for the acquisition of foreclosed homes, rehabilitation, and then reselling the home to income-qualified residents. This program achieved its primary goal and has now shifted its goal to constructing new affordable housing units for sale to qualified individuals. This program is nearing completion, and the application process has been closed.

NSP 3 - The Neighborhood Stabilization Program grant (NSP3) began in 2011 in a way identical to NSP1. This program also allowed for the acquisition of foreclosed homes, rehabilitation, and then reselling of the home to income qualified residents. This program achieved its primary goal and has now shifted its goal to constructing new affordable housing units for sale to qualified individuals. The final home has been completed, and the application process has been closed. 

CHIP  2021– The Community HOME Investment Program (CHIP) is a grant that was acquired in 2021 and is a program administered by the Georgia Department of Community Affairs (DCA). This program addresses life, health, and safety concerns for owner-occupied and income-qualified housing units. The application process has been closed.

HUD EDI –Through a Congressionally Directed Spending request through Rev. Senator Raphael Warnock’s office the City of Newnan was awarded $4.6 million dollars. Senator Warnock secured funding for the Chalk Level neighborhood in the FY2023 federal budget cycle. This program will induce a major revitalization effort through the construction of up to sixteen new affordable housing units on City of Newnan owned lots as well as the rehabilitation of up to twenty-five owner-occupied, income-qualified housing units. This program does not accept applications at this time. Applications for this program will be accepted in the future, with a date to be announced.
