Cleatus Phillips has been the City Manager of Newnan since January 2011. Prior to serving as City Manager, Mr. Phillips served as Newnan’s Community Development Director from 2002-2010 and as Planning Director from 2000-2002. He served as Planning Director for the Hopkins County City-County Planning Commission in Western Kentucky from 1997-2000. Born and raised in Glasgow, Ky, Mr. Phillips graduated from Western Kentucky University with a degree in City & Regional Planning.
As the Newnan City Manager, Mr. Phillips oversees a city of more than 290 employees with an annual budget in excess of $50,000,000. Since his appointment in 2011, he has overseen more than $65,000,000 of capital investment while maintaining the city’s excellent financial position and zero debt.
Mr. Phillips is an active member of the Georgia City-County Managers Association where he serves as the District 4 Board Representative. He is an ICMA Credentialled City Manager, a graduate of the Carl Vinson Institute’s Certified Local Government Finance Officer Program, and a former AICP Certified Planner. Cleatus is married to his wife Jennifer of 25+ years, and is the proud father of three daughters, and one granddaughter. He enjoys mountain biking an golfing in his spare time.
