Description:

The City of Newnan has been awarded $4.6 million through a Congressionally Directed Spending allocation in the FY2023 Federal Budget. The Newnan City Council has authorized the Newnan Urban Redevelopment Agency (NURA) to serve as the administrator of these funds. The program includes two primary activities: the rehabilitation of owner-occupied housing units and the construction of new homes on City-owned lots. These new homes will be sold to low-, moderate-, and middle-income families whose household income is at or below 120% of the Area Median Income (AMI) for Coweta County. To support this initiative, NURA is seeking Statements of Qualifications from experienced and licensed architectural, structural engineering, and land surveying firms. The purpose of this RFQ is to establish a pre-qualified pool of firms that can provide professional services for the planning, design, and implementation of both new home construction and residential rehabilitation projects. Selected firms may be engaged on an as-needed basis for tasks such as: Site surveys and platting, Structural assessments and design, Architectural drawings and construction documents, Code compliance reviews, Construction phase support. This RFQ process will enable NURA to expedite professional service contracting while ensuring a high standard of quality and compliance with federal funding requirements. NURA reserves the right to reject any or all responses determined not to be in the best interest of the program.

Qualifications:
Qualifications of Respondents:
1. Hold a current professional license in the State of Georgia for the discipline being proposed (architecture, structural engineering, or land surveying). Responders who do not meet this qualification will not be considered.
2. Not be debarred or suspended from conducting business with the State of Georgia or any federal entity. Responders who do not meet this qualification will not be considered.
3. Possess a current business license/Occupational Tax Certificate as required by the jurisdiction in which the firm is located.
4. Maintain active insurance policies including workers compensation, general liability, and professional liability (errors and omissions) coverage. Minimum coverage amounts may be specified in the RFQ.
5. Demonstrate sufficient financial stability to undertake professional services and absorb costs until invoicing or reimbursement cycles are completed.
6. Provide resumes of key personnel who will be assigned to the project, including professional registrations and years of relevant experience.
7. Have the capacity to begin work immediately upon contract award and complete work within the specified timeline.
Special Requirements:
Role of Respondents:
1. Architectural Services a. Develop schematic designs, design development drawings, and construction documents for new residential construction and rehabilitation projects. b. Ensure all designs meet applicable building codes, zoning ordinances, ADA compliance standards, and historic compatibility with the neighborhood. c. Coordinate with structural engineers, surveyors, and other consultants as necessary. d. Provide cost estimates, material specifications, and assist in permitting and contractor coordination. e. Conduct site visits and provide construction phase support, including submittal review and final inspections.
2. Structural Engineering Services a. As needed, perform structural assessments of existing homes to determine the scope and method of rehabilitation. b. As needed, design structural systems for new residential construction in accordance with state and local building codes. c. As needed, collaborate with architects to ensure structural integrity and feasibility of proposed designs. d. As needed, prepare structural calculations, stamped drawings, and support construction oversight as needed.
3. Land Surveying Services a. Conduct boundary, topographic, and ALTA/NSPS land title surveys on City-owned parcels. b. Provide plats, house location plans, legal descriptions, and GIS-compatible files as required. c. Support site planning efforts by providing accurate and timely survey data. d. Assist with zoning, easement identification, and subdivision platting if necessary.
